Type of Water:
First ascertain the type of water that has wet your phone, unfortunately if it is salt water you phone circuitry will quickly corrode leaving the phone useless. You may still attempt this procedure with salt water damage providing you place the wet phone in fresh water immediately. This will help dilute the salt content and minimize damage.
If your phone has been dropped in fresh water or soapy water there is a good chance that the wet phone can be saved.
Most important Steps

Step four: Place sealed bag on windowsill and wait for nature to do its thing.
Note:
The typical restoration can take 4 Days, its best to leave it on the windowsill for at least this amount of time, when this time has past check unit for any signs of moisture, behind screens and in camera lenses, if and only if there is no moisture place new battery on power up.
While you are waiting for your phone to dry out, it is a good idea to source a new battery, as the wet one is almost certainly stuffed. You can get a battery shop to check it by putting it on a multimeter and reading the voltage. 0 voltage or low voltage will indicate that the battery has shorted which destroys the cells.
